As a Microsoft Desktop Optimization Pack ( MDOP ) Support Subject Matter Expert- SME ( Advisory Staff Specialist ), you will provide services in support of the U.S. Army Network Enterprise Technology Command (NETCOM) MDOP initiative. You will provide operational and technical engineering support for the implementation, testing, integration, interoperability, and sustainment of information technologies comprising NETCOM Enterprise capabilities. You will support engineering support, testing and technical support in the implementation of the Network Operations (NetOps) capabilities. Support government efforts in continued deployment of enterprise NetOps capabilities that directly support the Army’s maturing transformation and modularity concepts, doctrine, architecture, and organizations.


Highlights of Responsibilities:
  • Provide recommendations to the Government pertaining to industry vision and strategic direction regarding enterprise system design, system implementation, system optimization, system enhancement, systems management processes and technology insertion of network and NetOps capabilities.
  • Provide and document design integration of proposed technologies for the Army Enterprise design construct.
  • Participate in integrated design teams, Operational Planning Teams (OPT), and working groups to develop standardized technical solutions, standards, and guidance.
  • Review and provide technical input for documentation such as Operations Orders (OPORDS), Fragmentation Orders (FRAGO), CONOPS, FRDs, system architectures, STIGS, OPA2 spend plans, Configuration Management Plans, RFC, and other requirements documentation.
  • Draft, maintain, update and provide input to technical documentation such as SDPs, EIPs, ECP, ETPs, ISSPs, STP, SIP, SAT, Problem Statements, white papers, implementation guides, test plans, test reports, technical evaluations, List of Materials (LOMs), migration plans, and rack diagrams.
  • Verify and validate the Army Directory Services architecture IAW industry best business practices and develop standardized Group Policy Objective (GPO), and IPSec model, design and management.
  • Perform Change, Configuration, and Release Management (CCRM) as it applies to enterprise capabilities.
  • Draft, review, and provide recommendations for Plans of Actions and Milestones (POA&M) and other documentation. Identify and recommend resolution of issues for milestone decisions.
  • Support implementation and standardization of MDOP on the NIPRNET, SIPRNET, and Deployed Forces (DF) in the LWN/ Army DoDIN in support of the Enterprise initiative.
  • Support the development of procedures, such as an implementation guide, to ensure technical solutions and schedules are identified within established suspense dates.
  • Provide security engineering and analysis supporting the implementation of MDOP across the LWN/DoDIN.
  • Conduct and document security risk threat assessments, prepare recommendations for implementing countermeasures.
  • Develop artifacts in support of system DoD, Army, and Federal Information Security Management Act requirements.
  • Work closely with analysts from each Regional Cyber Center (RCC) and interface with IT management, specialists, and engineers throughout all echelons of the LWN/Army DoDIN and the Joint NetOps community to continuously improve processes.


  • Current Information Assurance (IA) certification (required at performance start date): IATIII/IASAE (CISA, GCIH, GCED, CISSP (or Associate), CASP), or ISC2 Certified Secure Software Lifecycle Professional (CSSLP)) IA Certification Category and Level (IAW DoD 8570.10-M and BBP 05-PR-M-0002).
  • Current Computing Environment (CE) certification (attainable within 6 months of performance start date): Microsoft Certified Solutions Associate (MCSA) or equivalent.
  • Clearance (required at performance start date): IT Level I (in accordance with AR 25-2) SECRET SSBI.
  • Bachelor’s Degree in IT with > eight (8) years practical experience or twelve (12) years of direct relevant technical experience may be substituted for education
